Direct answer
Dandelion++ is a transaction-propagation protocol that obscures the IP origin of a transaction. Transaction-graph privacy is not the same as IP privacy.
The problem
Normal propagation — origin to many peers to many peers — can expose timing information that betrays the transaction's source.

Goals and limits
- ›IP-source obfuscation goals.
- ›Resistance to graph-learning attacks.
- ›Resistance to intersection attacks.
- ›Black-hole resilience.
